The system of elevation measure

This is simply the height (elevation) of the land above sea level. Sea level is considered to be 0 metres (or feet).

Surveyors use an instrument called a theodolite to measure distances and elevations; there are several different methods, most involving involving trigonometry, used to figure out how high a place is above sea level.
If you want to know your land elevation, the best thing to consult is an ordnance survey map, which gives you the elevation either as trig points, spot heights, or as contour lines.
